[cellml-discussion] Announcement of CellML DOM API version 1.3.1 and PCEnv version 0.3.1

Hi all,

The CellML DOM API 1.3.1 has now been released at
http://www.cellml.org/downloads/cellml_api/releases/1.3.1

PCEnv 0.3.1 has been released at
http://www.cellml.org/downloads/pcenv/releases/0.3.1

These fix a security issue with Unicode parsing in UCS-4 environments, 
such as Linux, and an issue with handling certain forms of piecewise 
equations.
