This is maybe something we want to work through and adopt in regard to
the secondary specifications to be included in CellML 1.2.

Dear SBML community,

Many SBML Level 3 packages have been proposed. Until recently, the
procedure for package acceptance was not fully elaborated, but the
SBML Editors have made progress on this front:

The process involves voting on proposals for Level 3 package,
something that has long been discussed but never actually implemented.
?We believe this step is important to achieve community consensus;
however, it also presents a problem, in that many long-proposed
packages did not receive the same kind of community vote that new
packages will receive from now on. ?Therefore, in order that *all*
package proposals be treated equally and fairly, we are now
implementing a round of voting on all Level 3 package proposals. ?The
goal of each vote is to reach consensus on whether the SBML community
believes (a) the need addressed by each proposed package is something
that should be addressed by SBML, and (b) whether the general approach
proposed by each package proposal is appropriate and desirable. This
is step 3 in the SBML Level 3 package proposal development process
described at the URL above.

Over the next couple of weeks, we will issue calls for electronic
votes on a dozen or so package proposals. In addition, in order to
expedite the entire process, we have pre-formed the Package Working
Group mailing lists for each existing package proposal. ?The
forthcoming voting forms will allow you to sign up for the relevant
list right away, if you are interested in pursuing more detailed
discussions with the package developers and other interested parties.
