Hi all,

In some recent libCellML developments it was discovered that we had
started to use the international spelling of the "deca" SI prefix in
libCellML whereas the CellML 2.0 draft specification uses "deka",
which, it turns out, is the American spelling. This led to a
discussion on the inclusion of both metre and meter; liter and litre.

The consensus we have reached is that the CellML 2.0 specification
should follow the SI unit name and prefix definitions
(https://www.bipm.org/utils/common/pdf/si-brochure/SI-Brochure-9-EN.pdf).

Thus we are proposing to remove liter and meter from the list of
built-in units defined in the CellML 2.0 specification; and to change
the spelling of the deka prefix to deca. This has no affect on the
CellML 1.0 and 1.1 specifications.

Tools for converting CellML 1.x models into 2.0 will be able to make
these changes automatically and application developers would be able
to localize their interfaces if required (potentially with help from
libCellML). This will also bring us inline with the latest SBML
specification, which similarly only includes metre and litre.

At this point we would like to solicit any feedback from the community
in support of keeping meter, liter, or deka in the CellML 2.0
specification. If there are no objections over the next week we will
move forward with this change.
