No, we have already released 1.0 and it definitely wouldn't make sense
to go back version numbers. I think that the implicit assumption has
been that we would try to keep the 1.x CellML API together with the 0.x
releases, although obviously that means skipping release numbers because
we forgot to make a release with some previous PCEnv versions.
