[cellml-dev] CellML API 1.9 release candidate 3 out

I found one file that didn't make it into the include/ directory:
TeLICeMS/sources/TeLICeMService.hpp

When I copied that in by hand in Linux, everything seemed to work as
expected. It prevented me from testing in Windows and MacOS, though.
